Significant wave of return: 1.7 million refugees returned to Ukraine during 2025

This figure makes Ukraine the country with the "highest rate of demographic growth as a result of migration in the world," according to Polonsky news | PN UA.

The phenomenon reflects a significant demographic trend shift. At UA Stream they noted that this is a growth of about 4.4% in the population within just one year, and noted that "the number of returnees significantly exceeds the number of departures."

Meanwhile, the Ukrainian government is planning its future steps. According to a report in Бізнес Цензор, the Cabinet of Ukraine has formulated an economic strategy based on World Bank data, estimating that with the end of the war, approximately 3.1 million additional citizens are expected to return to Ukraine. Minister of Economy Yuliia Svyrydenko emphasized that the government is working to build a "competitive and investment-attractive" economy that will focus on the fields of defense technology, energy, infrastructure, and agriculture, in order to absorb the returnees into the labor market.
