Ukrainian Member of Parliament Maksym Zaremskyi has introduced a bill calling for limiting the validity of exemptions from conscription (broniyuvannya) and requiring those exempted to make contributions to national security.

A new bill, numbered 15237, titled "On Fair Exemption and Participation in Defense," has been submitted to the Ukrainian Parliament (Verkhovna Rada). The proposal was submitted by Member of Parliament from the "Servant of the People" party, Maksym Zaremskyi, with the goal of changing the exemption mechanism (known as "broniyuvannya").
According to reports from Цензор.НЕТ and UA Stream, Zaremskyi opposes granting open-ended exemptions. Instead, he proposes that every conscription deferment be granted for a limited period only, subject to periodic reviews of the candidates' compliance with eligibility conditions. In addition, it is proposed to establish a unified registry of exemption holders, without disclosing personal data.
According to reports in Всевидящее ОКО: Україна and Україна Online, the proposal requires exemption holders to take an active part in the country's defense in one of three ways: employment in critical infrastructure, reserve service, or making "targeted contributions to security needs."
Additional channels such as Україна⚡️Новини⚡️Війна and Інформаційний фронт emphasized that according to the bill, citizens who received a deferment will need to "pay money" as part of the new conditions for regulating their status with the security establishment.
The proposal reflects the Ukrainian legislator's attempt to create a more balanced mechanism between the needs of the economy and infrastructure and the shortage of military personnel, while integrating direct economic elements in support of the war effort.
