Ukraine's Digital Revolution: The End of the Bureaucratic Paper Era
Starting May 14, 2026, Ukraine is officially transitioning to an era of full digitization regarding Taxpayer Identification Numbers (RNOKPP). According to an announcement by the Ministry of Digital Transformation, the electronic tax card in the 'Diia' app now has the exact same legal validity as the traditional paper version.
Deputy Minister of Digital Transformation, Valeria Koval, stated at the Mintsyfra conference that this is a significant step: "From today, the taxpayer's card... will be in electronic form. Everywhere: from banks to state institutions, the electronic document alone will be sufficient." Many media outlets, including Times of Ukraine and ТСН.ua, emphasized that the service also allows parents to issue tax numbers and digital cards for their children, without the need to physically visit tax authority offices.
In addition to the tax identification upgrade, 24 Канал and Оперативний ЗСУ report the launch of "Diia.AI" – an artificial intelligence assistant based on Google's Gemini model. The digital assistant will provide 24/7 services, including issuing certificates, traffic ticket updates, and assistance with filing government forms.
As part of efforts to make services accessible to citizens who were forced to leave the country due to the war, the Ukrainian Ministry of Foreign Affairs has also implemented the system into the consular array ("e-Consul"). This allows citizens staying outside the country's borders to issue the necessary documentation for their children online and remotely.
