Political storm in Ukraine: Dramatic moves to change recruitment policy

The security and political establishment in Ukraine is in the midst of a heated debate against the backdrop of a manpower shortage at the front. Member of Parliament Serhiy Nahorniak has proposed a radical initiative for the sweeping cancellation of all disability certificates, claiming that about 98% of them were obtained illegally. According to a report in Times of Ukraine, Nahorniak argues that this is a necessary step that will expose "systemic corruption."

At the same time, a proposal is emerging for a structural change in the "sheltered" (exemption from conscription) policy. As published in Україна Online and Інформаційний фронт, Nahorniak proposes allowing citizens to pay an official "shelter fee" ("white"), which would be used to fund recruitment and provide motivation for soldiers who volunteer for combat service. Nahorniak claims that recruitment operations in businesses are more efficient than searching for draft dodgers in private homes.

Alongside the corruption discussions, initiatives to lower the recruitment age are being revealed. Lawyer Serhiy Sternskyi noted in Новини.LIVE that discussions are taking place in parliament about lowering the recruitment age to 23, and a travel ban for men from the age of 22 is even being considered. Sternskyi emphasizes that this is a "significant human shortage" that requires the government to consider drastic measures.

The initiatives have sparked sharp reactions on social networks. The Telegram account Женьок Вещає…, which expresses critical and cynical views toward the government, attacked Nahorniak's proposal, claiming it constitutes a slippery slope toward the cancellation of broad social rights for citizens, including those suffering from chronic illnesses or Chernobyl victims.
