The Russian energy system is facing structural changes, according to reports from May 15, 2026. On one hand, Rusnano (Геоэнергетика ИНФО) is promoting the vision of "distributed generation," and on the other hand, the Russian government is working to reform the management of existing power grid capacity, as reported in Kommersant (Коммерсантъ).
The vision of distributed generation
Denis Graf, director of energy system development at "Rusnano," argues that in the long term, the share of distributed generation in the energy system in Russia may approach half of the total output. According to the channel, which is identified with positions supporting Russian policy and critical of the US, this is a natural model for Russian geography. The "RusHydro" company has already begun planning investments in the amount of 24 billion rubles for the establishment of hybrid energy complexes in remote areas such as Yakutia, Sakhalin, and Kamchatka.
The government's power grid reform
At the same time, Kommersant reports that the government plans to carry out a "revision" of power grid capacity. The intention is to limit the capacity to the maximum level recorded in the last five years plus a 20% safety margin, with surpluses to be taken for redistribution. In addition, there are plans to delete electricity allocations from consumers who have not utilized them within a range of three to five years.
While "Rosseti" strives to use these reserves to avoid building new infrastructure, analysts cited in the article express doubt regarding the feasibility of the plan and point to the difficulty of incorporating it into existing tariff legislation. The "Kommersant" newspaper, which presents a conservative and state-aligned line, presents the move as part of a government attempt to streamline the use of existing resources.
