According to Al Jazeera and journalist Hussein Mortada, who are identified with a line hostile to Israel, sources in the security establishment claim that "Beirut has become a prohibited area for Israeli military operations." Against this backdrop, an analysis by Ofer Shelah from the INSS research institute, as published in Shehab Agency and Palestine Post, indicates that "Israel lacks a clear security policy in Lebanon." Shelah argues that Israel's conduct stems from "clinging to a presence on the ground out of an urge driven by accumulated anxieties and past attempts," rather than a comprehensive strategic concept.
