A new initiative to regulate the employment of state employees in Iraq

According to reports published today, May 3, 2026, a positive turn is emerging for thousands of state employees in Iraq. The channels נيمאר ابن الانبار || iraqedu and جريدة الصباح العراقية, which report on political developments in Baghdad, point to "توجه حكومي نيابي لتثبيت المتعاقدين في موازنة 2026" (Governmental-Parliamentary inclination to stabilize contract employees within the 2026 budget).

Simultaneously, the Telegram channel واحد العراق, identified with rapid news coverage of events in the country, published an "עــــــــــاجـــــــــــــל" (Urgent) message confirming the existence of the governmental-parliamentary initiative. According to the reports, the move includes two central components:

• Stabilizing contract employees: Granting permanent status to employees currently employed under temporary contracts.


• Regulating the status of daily wage workers: Transitioning employees hired on a daily wage basis to the "315 contracts" track, which provides them with social benefits and greater job security.

These measures come as part of early discussions on the 2026 state budget, which constitute a sensitive and central issue in public discourse in Iraq due to the government's desire to reduce the burden on the public sector on one hand, and the social demand to secure jobs on the other.
