Moderation trend in requests to terminate residency: National Insurance Institute data for 2025

According to official data published by the National Insurance Institute and reported extensively by Amit Segal, a decline is emerging in the number of Israelis who proactively requested to terminate their residency in the country. During 2025, 6,651 Israelis submitted a request to terminate residency, compared to 7,756 requests submitted during 2024.

Israel News | Uncensored noted that out of the total proactive requests in 2025, 4,656 were submitted by Israeli residents and 1,995 by new immigrants. These figures are part of a total number of 35,625 Israelis who terminated their residency in 2025 (a figure that also includes non-proactive terminations, such as emigration), of whom 20,011 are new immigrants, as also reported in News Scene.

In the demographic analysis of the applicants, the data shows that the largest group seeking to terminate their residency is in the 31-40 age range, followed by the 41-50 age range. The News Line, a channel presenting critical positions toward the current government, emphasized that in 2024 a sharp rise in requests was recorded, with 4,151 of the applicants being long-term residents and 3,605 being new immigrants.

Michaela Cohen, spokesperson for the National Insurance Institute, stated regarding the data that "while in 2024 we saw a jump in the figures for residency termination, in 2025 we are seeing a moderation in the data, especially among new immigrants."
