Law enforcement authorities in Ukraine carried out a large-scale operation on May 15, 2026, against the illegal electronic cigarette and vape industry. According to Times of Ukraine and the State Bureau of Investigation (DSR of the National Police), the operation included over 270 searches in 12 regions across the country, following the exposure of a network that manufactured and sold nicotine products without oversight and without paying excise taxes.

Scope of seizures and economic damage

The official data point to an unprecedented scale of enforcement activity. According to the National Police, the state lost over 100 million hryvnias in tax revenue as a result of the illegal activity. During the raids, the following were seized:

• Nearly 970,000 units of raw materials (nicotine, glycerin, and flavoring agents).


• Hundreds of thousands of packaging units and industrial distribution equipment.


• Approximately 2 million hryvnias in cash.

Local Telegram channels are reporting a sense of an impending market shortage. Kyiv INFO and Real War note that significant raids were recorded in the capital, Kyiv, at points of sale and commercial centers, while according to Ukraine Online, this is "bad news" for consumers, who are expected to face a shortage of products in the near future.

Fraud methods

According to We Are Ukraine and Safe District, those involved in the affair used sophisticated methods to circumvent the law. They marketed the ready-to-use nicotine liquids as "separate components"—glycerin, propylene glycol, and flavoring agents—to disguise the true nature of the product. In some cases, those involved even distributed the nicotine mixtures as "complimentary gifts" to evade state regulation.

The investigation into the matter is ongoing, with authorities reporting the initiation of criminal proceedings against the key suspects in the case.
