In a firm message published on May 11, 2026, Mohammad Ali Jafari, commander of the "Baqiatollah" headquarters of the Revolutionary Guards, set a list of demands as a precondition for any future negotiations with the United States. According to a report by Vahid Online, Jafari emphasized that as long as all combat fronts do not end, sanctions are not lifted, frozen funds are not released, and war damages are not compensated, no talks will take place.
In addition to the economic and security demands, Jafari demanded that the international community recognize the "حق حاکمیت جمهوری اسلامی بر تنگه هرمز" (the right of sovereignty of the Islamic Republic over the Strait of Hormuz) as an integral part of the settlement. According to Vahid Online, these are "minimal expectations" formulated under the guidance of the regime's highest levels, against the backdrop of the deep mistrust prevailing in Tehran toward the American administration.
