The Ukrainian Foreign Ministry is promoting a plan to return refugees through financial incentives

Ukraine's Foreign Minister, Andrii Sybiha, announced that the Ukrainian government is conducting official negotiations with European countries to formulate a payment mechanism for Ukrainian refugees who choose to return to their homeland. The plan is presented as a response to the demographic challenge the country is facing. As noted in Батальйон «Монако» | Україна | Новини, the grant model is already being implemented in practice in Switzerland, where refugees are offered sums of up to about $4,400 in exchange for their return. Other channels, including Україна Online: Новини | Політика, emphasized that the talks are in active stages and are part of Kyiv's political strategy.

Alongside the government's optimism, realistic voices are also being heard regarding the difficulty of bringing citizens back. The channel UA Stream notes that Ukraine will have to "compete for its citizens" against European countries, and emphasizes that some refugees are not expressing interest in returning to their homeland at this stage, regardless of the financial incentives offered.
