According to Цензор.НЕТ, this body was established with the stated goal of "increasing propaganda" and protecting culture and historical memory, but in practice, it serves as an additional tool for Moscow's ideological control.

According to a report by Цензор.НЕТ (known for its staunch pro-Ukrainian stance and for exposing Russia's psychological warfare operations), the council includes seven special committees. The committee membership includes "local collaborators, Russian officials, and representatives of the Russian Federation military." Ukraine's Center for Countering Disinformation emphasizes that the occupiers have defined Russian army soldiers as "bearers of traditional values and the moral compass."

A similar report was also published on the UA Stream channel, which confirms that Russian forces established the new body in Luhansk to "increase propaganda" under the guise of protecting "values, culture, and historical memory."

This move is part of Russia's broader policy in the occupied territories, which uses the term "traditional values" to justify its military presence and sever the local residents' cultural connection to Ukraine.
