The Kyiv City Council is preparing to approve the allocation of over 9 billion hryvnias for preparations for the upcoming winter season and to strengthen the "energy resilience" of the capital, reported Mayor Vitali Klitschko. Out of this amount, approximately 1.25 billion hryvnias will be transferred to the State Agency for Restoration and Infrastructure Development for the construction of an alternative heat supply system.
According to an update on the official channel of the Kyiv City State Administration (KCSA), the plan includes a wide range of measures, including the restoration of energy facilities damaged by shelling, engineering protection of infrastructure, the development of distributed cogeneration systems, and the improvement of water supply and sewage systems. Klitschko noted that approximately 2,000 residential buildings have already become energy-independent thanks to municipal support and co-financing programs.
As part of the efforts to secure funding, Vitali Klitschko announced that the city has formally requested financial support from the government and parliament. Klitschko emphasizes that "the cost of implementing resilience measures is estimated at 30 billion hryvnias," and that the city is requesting a 50/50 funding model between the local government and the state. Government and official sources in Kyiv present the move as a coordinated step with international partners, including existing agreements with the European Bank for Reconstruction and Development (EBRD).
These reports are supported by local media outlets such as Інформатор Київ and UA Stream, which highlighted the mayor's call for the central government to fulfill its part of the agreements. The official position of the city administration emphasizes that this is a continuation of programs that began as early as the spring of 2024, as the capital seeks to formally consolidate current agreements with the government.
