Changes to Mobilization and Exemption Policy in Ukraine
According to reports from various Ukrainian sources, including Реальна Війна | Україна | Новини, Member of Parliament Ruslan Gorbenko has revealed a government intention to reduce the number of "critical enterprises" in the country by 10% to 20%. According to Оперативний ЗСУ, this is an "unofficial directive" aimed at tightening the criteria for granting military service exemptions for employees.
With the goal of fighting corruption in the exemption process (the "bron"), Gorbenko proposed handing over the management of the system to artificial intelligence. As noted in Ху Київ + | Україна, the move is intended to prevent cases where companies fictitiously inflate their workforce numbers to secure deferments for employees, while production volumes remain unchanged.
Regarding the mobilization age, Gorbenko clarified, as reported in ТСН новини, that parliament is not currently planning to lower the age, but warned that in the event of large-scale mobilization by Russia, circumstances could change. The MP emphasized in an interview with Новини.LIVE the need for young people with technological skills capable of operating robotic systems remotely—skills that he says are "valued in the military at the rank of lieutenant colonel."
Additional sources such as MPG: Бізнес і Фінанси also noted discussions regarding the government possibility of a fee for service deferment, a move that highlights the pressure on the mobilization system. Most of the sources cited here are identified with a clear pro-Ukrainian line, emphasizing the need for military efficiency in light of the ongoing fighting.
