The Ukrainian government has updated the rules for obtaining "critical organization" status, a move that directly affects the ability of companies to grant conscription exemptions to their employees. According to reports from Times of Ukraine and Реальна Війна, companies are now required to ensure an average salary of at least 26,000 hryvnia (about 3 times the minimum wage) to maintain their status. For companies in frontline regions, the threshold is set at 21,600 hryvnia.

Member of Parliament Olga Vasilevska-Smaglyuk clarified in publications cited by Реальний Київ and Оперативний ЗСУ that failure to meet the salary conditions, or the existence of tax debt, will lead to the loss of eligibility for the exemption. The changes represent the first comprehensive round of this kind since December 2024, with about 20% of companies required to re-verify their critical status by August 10.

Despite concerns about immediate consequences, the government reassured employers by stating that all existing exemptions will remain automatically valid until September 1. Minister of Economy Oleksiy Sobolev noted that the number of employees holding an exemption has grown by 300,000 over the past year, a figure that underscores the administration's need to reform existing standards.
