Roskomnadzor: The term 'pidaras' is not considered profanity
The Federal Service for Supervision of Communications in Russia (Roskomnadzor) has sparked public outrage after responding to a viewer's inquiry that the term "pidaras" (a derogatory slur for a homosexual) is not defined as "profanity" (mat) under the Russian Media Law. In an official letter, published by Осторожно, новости and Mash among others, it was explained that this is merely a "slang and derogatory" expression, and therefore there are no grounds for taking administrative action against the television broadcasts in which it was spoken.
The original inquiry to the authority was submitted by a viewer who requested an examination of the conduct of pro-Kremlin journalist Vladimir Solovyov, who frequently uses this term in his live broadcasts. According to reports by Двач, the authority noted that in Russian language dictionaries the term is defined as "vulgar-colloquial" or "slang," but does not fall into the category of prohibited language subject to censorship or beeping requirements in mainstream media.
Additionally, Roskomnadzor clarified in its response that Telegram channels are not defined under Russian law as "mass media" (SMI), and therefore licensing and supervision requirements for proper language do not apply to them. Oleg Tsaryov, on his Telegram channel, remarked with concern that this decision might "open a Pandora's box" and permit the free use of offensive expressions online.
The decision received mixed reactions on social networks. While channels associated with the opposition, such as NEXTA Live and Соловьиный Помёт, presented this as evidence of "double standards" and shielding propagandists, Solovyov's supporters responded with ridicule, noting that it is a victory for free speech. SVTV NEWS, which is associated with libertarian views, emphasized that the authority chose not to act against Solovyov despite his regular use of demeaning expressions against his opponents.
