[44994] Security Events and Traffic Changes in Russia and Ukraine: April 30 Review
Security Tensions and Road Changes on April 30, 2026
Shooting Incident in Rivne
In the Rivne region of Ukraine, a serious incident was reported where an individual on a bicycle opened fire with an automatic weapon at a draft board (TCC) team and a police officer during a document check in the village of Verba. According to Ukrainian Police as reported by Unian, two security personnel were wounded and the suspect fled. Anatolij Sharij's Telegram channel, which presents a critical position toward the Kyiv government, noted that "the people have simply fallen in love" with the security forces due to forced mobilization, while the ZeRada channel claimed that attacks against mobilization personnel were "just a matter of time."
Closing of the Crimean Bridge and Attack on Vessels
High tension was recorded around the Crimean Bridge, which was closed to traffic overnight following reports of a combined attack. The Ukrainian Navy as reported by Nexta Live announced that two Russian vessels guarding the bridge were hit. Conversely, channels affiliated with the Russian Ministry of Defense, such as Dva Mayora, claimed that the bridge remained intact and that Russian forces "fulfilled their duty to the end" while repelling a drone attack. Following the closure, heavy traffic jams of about 30 kilometers were created, as reported by Readovka.
Strict Speed Enforcement in Russia
On the civilian front in Russia, the Moscow Traffic Management Center (TsODD) as reported by Readovka announced technical readiness to reduce the non-punishable speed threshold from 20 km/h to 2-3 km/h. While the authorities claim this is a technological improvement, commentators such as Roman Alekhin and Mardan channel harshly criticized the initiative, calling it a "way to fill the state coffers" at the expense of the citizens.
